ALGOP: Recuse Conflicts, Re-Evaluate Wahl—Protect Republican Voters

We, the undersigned Alabama citizens, respectfully petition the Alabama Republican Party (ALGOP) to take immediate, transparent, ethics-driven action to restore trust in the Republican ballot-access process, ethics, and financial transparency.

**This petition requests:**

1. Re-evaluation of ballot access/certification for Nehemiah Ezekiel Wahl (commonly known as “John Wahl”) under the applicable constitutional residency requirement for Lieutenant Governor, and

2. Mandatory recusals of any committee member with a direct conflict of interest tied to Mr. Wahl or the Wahl family (employment, prior work, campaign services, paid consulting/vendor relationships, or any other material connection), so the decision is not tainted by insider self-dealing.
Failure to require recusals and full transparency is hypocritical, disenfranchises voters, and divisively splinters the party.

3. Full third-arty audited financial statements from the ALGOP reported to the executive committee and its constituents.

**The Law: Alabama Lieutenant Governor Residency Requirement**
The Alabama Constitution requires that the Governor and Lieutenant Governor “shall have been… resident citizens of this state at least seven years next before the date of their election.”
Because this is a constitutional qualification, ALGOP’s ballot-access process must apply a clear standard and demand verifiable evidence—consistently, for every candidate.

Documented Evidence and Public Reporting Supporting Re-Evaluation:

1. Tennessee driver’s license and Tennessee address reflected on Alabama traffic citation/court record
The Alabama Uniform Traffic Ticket Complaint provided with this petition lists the defendant as “NEHEMIAH EZEKIEL WAHL,” shows a Tennessee address (Five Points, TN), and shows a Tennessee driver’s license entry (“TN …”) tied to the citation.

2. Tennessee requires proof of residency
Tennessee’s Department of Safety states that proof of Tennessee residency is required and explains that documents must show the applicant’s name and current residential address used on the application.
Tennessee’s Real ID guidance also specifies two proofs of Tennessee residency as part of documentation requirements.

3. Formal residency challenge reporting
Alabama Daily News reported that a formal challenge was filed with ALGOP alleging Mr. Wahl does not meet the residency requirement to run for Lieutenant Governor.

4. Use of Non-Legal Name on Official/Party Documents:
Transparency and Identity Consistency
Alabama Political Reporter published reporting/opinion raising questions about Mr. Wahl signing official filings using “John Wahl” rather than his legal name “Nehemiah Ezekiel Wahl.”
ALGOP must require that all candidate filings, affidavits, certifications, contracts, and committee records in ballot-access matters use the candidate’s full legal name consistently, with transparency about any “known as” usage—so voters can verify identity and accountability.

5. Voting in Alabama with a non-driver's license ID with a name that did not match the voter rolls. This is inconsistent with the party's stance on election integrity.

**Mandatory Recusal for Conflicts: ALGOP’s Own Standing Rules**
ALGOP’s bylaws/standing rules state that:
“Persons actively involved in a contested primary election for any office shall be disqualified from discussion and voting on any issue of disqualification or contest for that office as members of any State or County Committee or subcommittee.”
Petition request: In addition to the rule above, ALGOP must adopt and enforce an ethics standard that requires recusal for any member whose employment, compensation, campaign services, prior work relationship, or financial ties create a direct conflict involving Mr. Wahl or the Wahl family.

ALGOP should publish a brief recusal log (who recused and why) to demonstrate integrity in the process.

**Financial Accountability: Total Transparency Within ALGOP**
ALGOP’s governing documents provide for a Financial Oversight Committee that monitors the party’s financial activities.
Petition requests (full transparency):

1. ALGOP shall provide full third-party audited financial statements for the relevant periods (including notes and schedules sufficient to understand compensation and vendor payments).

2. ALGOP shall disclose whether Mr. Wahl was compensated by ALGOP as a W-2 employee, 1099 contractor, or other arrangement, including pay periods and total compensation.

3. ALGOP shall disclose the name used for payment and tax reporting (i.e., whether compensation was issued under “Nehemiah Ezekiel Wahl” or “John Wahl”), and any payments to entities directly tied to Mr. Wahl or the Wahl family (dates, amounts, and purpose).

**The Actions We Demand From ALGOP**
We call on ALGOP to:

1. Re-open / re-evaluate Mr. Wahl’s ballot access/certification for Lieutenant Governor under the Alabama Constitution’s 7-year residency requirement and deny ballot access based on the standing rules.

2. Require and publish conflict-of-interest recusals consistent with ALGOP Standing Rules and basic ethics.

3. Require legal-name consistency and transparent identity documentation in filings and committee records.

4. Provide full financial transparency, including third-party audited financials and the full disclosure of how and under what name Mr. Wahl was paid (W-2/1099).

5. Issue a written finding explaining the evidence considered, the standard applied, and the final decision—so Republican voters can trust the process.

**Why This Matters**
Republican voters across Alabama deserve a party that enforces qualifications consistently, refuses insider conflicts, and operates in daylight—especially when questions of residency, identity documentation, and party compensation are raised. When voters believe rules are applied selectively or insiders vote on their own interests, trust collapses and the party fractures.
